Best program for making SM files

i want to start making SM fils but i dont know what a good mixer program is and where i can download it. i have FRUITY LOOPS right now, is that good enough? also i need to know where i can download any other stuff i will need for SM's

Mixing programs are for making songs, Stepmania is for making SM files.
